The Phenomenon Refuses Its Catalog
An eight-stream synthesis begins. Why the disclosure conversation has been wrong about itself, and what comes into view when the hardware track and the consciousness track collapse into one.
FIELD REFERENCE · PART I OF VI
In late October 2025, the federal government of the United States released the first major tranche of declassified files in response to President Trump’s February 2025 executive directive instructing federal agencies to surface their evidence of non-human intelligent life and unidentified anomalous phenomena. The release included approximately 400 files. The most striking item was a still photograph from the 1972 Apollo lunar mission showing what appears to be a triangle-shaped craft hovering above the moon’s surface, visible from the lunar module.
Two weeks earlier, the documentary The Age of Disclosure had been released. Producer Dan Farah had spent three and a half years interviewing the highest tier of credentialed witnesses inside the U.S. government and military on this subject. Marco Rubio (Secretary of State and current National Security Advisor). General James Clapper (former Director of National Intelligence). Jay Stratton (former director of the UAP Task Force). Hal Puthoff (former NSA consultant, chief science advisor to Bigelow Aerospace, lead of the Stargate Program at SRI). Senator Kirsten Gillibrand. Dozens of others. The film triggered the national conversation that the Trump directive then operationalized.
Inside the public record now, at one tier removed from the classified primary evidence, the headlines that the disclosure-era witnesses have placed on the table are these. The United States has conducted an eighty-year cover-up of the existence of non-human intelligent life. The cover-up has been operated by elements of the U.S. government since the late 1940s. Other nations including Russia and China have run parallel cover-ups. The gatekeepers inside the U.S. system have been operating a multi-decade high-stakes secret cold-war race to reverse-engineer recovered non-human technology. The race has continued through every presidential administration. Sitting presidents have historically been kept in the dark by the career bureaucracy that runs the legacy program. Most current U.S. scientists and academic researchers have been trained, by design, to treat the entire field as fringe. The mainstream framing that you cannot be a serious thinker and take this material seriously is itself a product of the cover-up.
And then there was Jake Barber.
A U.S. Air Force veteran sat at a NewsNation desk in January 2025 and told the country he had recovered an egg the size of an SUV from a field at night. White. Pearlescent. No engine. No thermal signature. The Pentagon confirmed it was investigating his claims within weeks.
On a separate retrieval, Barber recovered what he called an “eightgon,” a disc with eight delineated edge segments. As he approached this one, something happened that no military witness has ever quite put on the public record before. He began to weep. He said the craft seemed to tune in to him. He felt connected to it. Soul-level. Guidance flowing in. He described it the way a contactee would describe contact.
The eightgon moment is the hinge.
For eighty years the disclosure conversation has run on two parallel tracks. On one track, the hardware story. Crash retrievals, recovered materials, reverse-engineered platforms, classified programs run as waived special access projects above congressional oversight. On the other track, the consciousness story. Contactees receiving teaching. Channelers transcribing transmissions. Indigenous traditions describing sky-people. Abductees waking with fragmented memories of beings whose communication arrives as thought. The hardware people have generally dismissed the consciousness people, and the consciousness people have generally dismissed the hardware people.
Barber, weeping at his recovered craft, collapsed the two tracks into one.
A word about the source material
I started tracking this material in 1991, at fifteen, dialing into FidoNet from a slow modem in my parents’ house. FidoNet was the BBS-era predecessor to internet newsgroups, a global mesh of dial-up bulletin boards exchanging echomail conferences overnight from city to city. The UFO echos. The paranormal echos. The consciousness, OBE, and astral travel conferences. Late-night sessions reading dispatches from researchers and experiencers who took the phenomenon seriously when almost no public conversation did. That was the start.
Three decades on, what began as a teenage curiosity has become my Consciousness and Metaphysical Archive. Books, scanned periodicals, interview transcripts, channeled session recordings, conference talks, field reports, photographs, indigenous oral-history audio, and my own correspondence across the years. It lives today on a 60 terabyte network-attached storage array in my office in the West Kootenays. I think of it as a Consciousness and Metaphysical Archive rather than a UFO archive specifically, because the material crosses categories so persistently that the UFO-only framing was never adequate. UFO, consciousness, sacred geometry, indigenous prophecy, channeling, plasma cosmology, OBE, the abduction record, the Disclosure Project archive, the cognitive-biases literature, integral theory, esoteric philosophy. The threads belong together. The Substack work I publish under The Danload draws from this archive continuously.
What has made the present synthesis possible is recent. Over the past year I have been using digital tools, and specifically AI assistance through Claude (an AI system built by Anthropic), to extract transcripts from audio and video material, surface cross-references across decades of accumulated reading, and draft and refine the long-form prose for pieces like this one. The AI is a writing and research partner. The judgment, the connections, the voice, and the responsibility remain mine. The synthesis below is what becomes possible when long-form independent research is paired with the current generation of AI tooling. I think this is close to the right model for serious independent work in the disclosure era. The institutional layer cannot do this work because it is captured. Each of us, augmented, can.
That is what this series is.
What this series is
This is the first of six parts in Field Reference: The Phenomenon. The series is the most extensive synthesis of UFO and UAP classifications I have published. It draws on eight evidentiary streams and treats the testimony as testimony, rather than relitigating each claim against the institutional skeptic frame. The skeptics have had eighty years to make their case. Their case is a known quantity. What interests me is what comes into view if you take the witnesses, the contactees, the channeled material, the field-anomaly records, the abductee literature, and the indigenous record at their word, and then ask what pattern they describe collectively.
The answer is a pattern with morphological, technological, biological, and ontological dimensions that exceed any single explanatory frame. The phenomenon refuses its catalog. But it does have one, and the catalog is much larger than the public conversation has yet metabolized.
Twenty-two craft morphologies. Twenty-three operator species, plus the Sasquatch People as a long-overlooked twenty-fourth. Twenty-two specifically named compartmented programs surfaced by whistleblowers as of 2025. Eleven propulsion technologies. Five phases of disclosure-era political momentum mapped between 2017 and the projected open-contact window. Over fifteen hundred credentialed witnesses on the public record after the Sheehan-organized 2001 Disclosure Project event and the subsequent congressional engagements. Eighty or more catalogued species per the most recent insider statements. Thousands of pages of contactee transcripts. Decades of channeled material in remarkable convergence. The full physical-specimen record from the Paracas elongated skulls of Peru through the Amarna heads of ancient Egypt to the Atacama humanoid and the Buga Sphere recovered in Colombia in March 2025. And the entire indigenous record of star-people contact going back at least to the upper Paleolithic.
A working reader holds the whole field in mind. This series is a tool for doing that.
The six parts will publish over the coming weeks. Part I, this piece, sets the methodology. Part II covers what flies and how it moves, with the morphology and propulsion charts. Part III is the operator dialogues with all twenty-three lineages plus the Sasquatch People, plus a chart on ET genetic heritage across Earth’s regional populations. Part IV covers the programs, bases, and the full twenty-two-program compartmentalization structure surfaced by whistleblowers. Part V profiles the hardware witnesses individually, dives deeply into John Mack’s abduction work and the pre-incarnation consent framework, and surveys the recurring phenomena. Part VI brings the indigenous and religious record alongside the Barber moment, the Kootenay local geography of contact, the Bashar and Founders prophetic framework, and the closing synthesis.
If you are new to the field, this series will introduce you to the testimony in the form a researcher would actually use. If you have been reading the field for years, this is the first synthesis I am aware of that holds all eight streams in dialogue rather than privileging one over the others.
A note on method
Eight evidentiary streams feed this synthesis. Each carries its own epistemic weight, and a serious reader holds them in dialogue rather than collapsing them into one another.
The military-intelligence whistleblower record
Clifford Stone (twelve-plus retrievals, the 57-EBE catalog). Bob Lazar (S-4, Element 115, the Sport Model). Philip Corso (the Roswell debris seeding program, The Day After Roswell). David Grusch (2023 congressional testimony on the multi-decade reverse-engineering program). Luis Elizondo (former AATIP director, 2024 book Imminent). Karl Nell (Sol Foundation UAP report 2024, former Army UAP Task Force liaison). Jay Stratton (former director of the UAP Task Force, on the record in The Age of Disclosure about having seen non-human beings and non-human craft with his own eyes). David Fravor (Nimitz 2004). Ryan Graves (East Coast 2014 to 2015). Jake Barber (2025 NewsNation egg retrievals). Fred Baker (Skywatcher recovery operations). Phil Schneider (Dulce firefight account). Charles Hall (Tall White contacts at Nellis). William Tompkins (Navy Operation Paperclip). Christopher Mellon (former Deputy Assistant Secretary of Defense for Intelligence). Hal Puthoff (Stargate Program lead, chief science advisor to Bigelow Aerospace, NSA consultant). Eric Davis (the Wilson-Davis memo on the Admiral Wilson conversation). Senator Marco Rubio, vice chairman of the Senate Intelligence Committee at the time he was briefed by Stratton on the reality of the UAP situation, now Secretary of State and National Security Advisor simultaneously, a configuration of power not seen since Henry Kissinger.
These are people with verifiable government careers describing classified material to which they had access. Several have testified under oath to Congress. The pipeline that produced these witnesses runs through constitutional attorney Daniel Sheehan, who established the legal framework allowing them to come forward without violating their security oaths on the grounds that the underlying secrecy itself was unconstitutional. Sheehan, whose previous work exposed Watergate, Iran-Contra, and the Karen Silkwood case, organized the initial 2001 Disclosure Project event at the National Press Club with around 150 witnesses. The number has now grown past 1,500. The Pentagon’s recent immunity overtures to whistleblowers from Skunk Works, Raytheon, SAIC, and Northrop Grumman suggest the disclosure pipeline is opening further.
The contactee literature
Billy Meier’s Plejaren contacts (begun 1942 in childhood, public since 1975) are the most extensively documented. The Plejadisch-Plejarische Kontaktberichte run to thousands of pages of transcribed dialogue with Semjase, Ptaah, Quetzal, and others. George Adamski (1952 Venusian Scout encounter). Howard Menger (Long Island 1956). George Van Tassel (the Giant Rock conventions). Alex Collier (Andromedan contacts since 1985). Travis Walton (1975 Snowflake Arizona abduction). Calvin Parker and Charles Hickson (1973 Pascagoula). The Allagash Four (1976 Maine). The Cash-Landrum case (1980 Texas). Whitley Strieber (the Communion lineage). Mary Rodwell’s contemporary work with thousands of experiencer accounts. Kewaunee Lapseritis and Kelly Lapseritis on the Sasquatch People and their Star People allies, an entire substream of contact literature that mainstream disclosure discourse has been slow to integrate.
The channeled consensus material
Bashar through Darryl Anka (since 1983). The Ra material through Carla Rueckert and Don Elkins (Law of One, 1981 to 1984). The Pleiadian transmissions through Barbara Marciniak (Bringers of the Dawn) and Lyssa Royal Holt (The Prism of Lyra). Laura Knight-Jadczyk’s Cassiopaean material. The Adama / Telos transmissions through Aurelia Louise Jones and others. Norma Milanovich’s Arcturian work (We the Arcturians). Patricia Cori’s Sirian transmissions. Edgar Cayce’s life readings. Ruth Montgomery’s walk-in material. Phyllis Schlemmer’s Council of Nine transmissions, the work that Gene Roddenberry encountered and integrated into Star Trek’s federation cosmology. The Seth material through Jane Roberts. The Hidden Hand transcripts. Sal Rachele’s Founders material on Earth’s history, the divine dispensations, and the ET genetic heritage of Earth’s various human populations. SunBôw TrueBrother’s transcribed conversations with the Elder Sasquatch Kamooh.
Whatever one makes of the source, the body of work is internally coherent across decades and converges with field reports in unexpected places.
The Disclosure Project archive
Steven Greer’s National Press Club briefing of May 9, 2001, with twenty-plus witnesses on stage and a recorded library of over 400 filmed military, intelligence, and corporate witnesses. The subsequent Sirius Disclosure film series. The CE-5 contact protocols. Greer’s Unacknowledged documentary and book. The 2024 The Cosmic Hoax sequel material. The Age of Disclosure film by Dan Farah, released October 2025, the most credentialed insider documentary of the modern disclosure era. The CE-5 protocols themselves have spread into the experiencer community as a practical methodology for consciousness-initiated contact, and local CE-5 groups now operate in the Kootenays, in Sedona, in Joshua Tree, and in dozens of other locations worldwide.
The field-anomalies record
Skinwalker Ranch in Utah, ongoing since the 1950s for the Sherman family, intensively studied by BAASS from 2008 to 2010. The Hessdalen lights in Norway, ongoing since 1981 with continuous instrumental observation. The Belgian Wave of November 1989 through April 1990. The Hudson Valley wave of 1982 to 1989. The JAL Flight 1628 Captain Terauchi encounter over Alaska in 1986. The Iran Tehran 1976 F-4 incident where weapons systems failed. The Nimitz Tic-Tac of 2004. The Gimbal and GoFast videos from 2014 to 2015. The Rendlesham Forest incident at Bentwaters AFB in December 1980. The Varginha case in Brazil 1996. The 2018 Iraq Jellyfish footage. The 2024 to 2026 Skywatcher footage. The Buga Sphere recovery in Colombia, March 2025, a seamless metallic object with sixteen microspheres around a central core, no welds or joints, surface symbols resembling ancient scripts, and carbon-14 dating to approximately 12,560 years. The CARET drones photographed in California and Lake Tahoe in 2007, with the linguistic-engineering glyphs on their undersides that share calligraphic signature with the Buga Sphere markings. Multiple regional contact clusters worldwide, including the West Kootenays of British Columbia, which is the local geography I write from and which Part VI of this series will document in detail.
The experiencer and abductee record
Travis Walton. The Hill case (1961). The Allagash incident (1976). The Pascagoula case (1973). The Hopkinsville Goblins case (1955). The Zimbabwe Ariel School incident (1994), where over sixty schoolchildren in Ruwa watched a craft land and small beings with large black eyes emerge, interviewed independently by John Mack of Harvard and others, with consistent descriptions and consistent telepathic messages about environmental destruction and human consciousness. The broader work of Budd Hopkins (Missing Time, Intruders), David Jacobs (The Threat), John Mack at Harvard (Abduction, Passport to the Cosmos), Whitley Strieber. Dr. Roger Leir’s surgical removal of physical implants from experiencers, with subsequent isotopic-ratio lab analyses confirming the materials’ formation in stellar atmospheres. Mary Rodwell’s Awakening and her work with the FREE / Edgar Mitchell experiencer studies. The Dr. Edgar Mitchell Foundation for Research into Extraterrestrial and Extraordinary Encounters. Ruth Montgomery’s Aliens Among Us.
John Mack’s work is so central to the synthesis that Part V will treat it in depth. Mack’s reframing of the abduction phenomenon, away from the trauma-only model and toward a model of pre-incarnation soul-level consent, is one of the most important conceptual contributions to disclosure-era thinking that has yet been made.
The indigenous and religious record
The Hopi prophecy lineages (the Blue Star Kachina, the True White Brother, Robert Ghost Wolf’s transmissions, Thomas Banyacya). The Dogon transmissions on the Sirius system, documented in Marcel Griaule’s 1946 Conversations with Ogotemmêli and Robert Temple’s The Sirius Mystery. The Mayan calendar end-date material and the twenty solar symbols paired with the thirteen galactic tones. The Tibetan Bardo cosmologies as descriptions of post-physical realms. The Vedic literature on the Vimanas. The Chinese imperial UFO records. The Paracas elongated-skull lineage of pre-Columbian Peru, with cranial volumes up to 25% larger and 60% heavier than conventional human skulls and mitochondrial DNA analysis surfacing haplogroups not native to the Andes. The Amarna royal family of Akhenaten and Nefertiti, with depictions showing the same elongated cranial morphology. The Starchild Skull from Mexico, with mitochondrial DNA consistent with a human mother but nuclear DNA portions inconsistent with known human sequences. The Atacama humanoid (”Ata”), the six-inch mummified specimen with ten pairs of ribs and elongated conical skull featured in Steven Greer’s 2013 Sirius documentary. Vatican spokesman Monsignor Corrado Balducci’s 1995 to 2000s television statements that ETs are real and the Vatican knows it. Lord Hill-Norton, former Chief of the British Defence Staff, on record about UFO reality. Paul Hellyer, former Canadian Defence Minister, publicly stating from 2005 onward that ETs exist and are in contact with select governments. Haim Eshed, former head of Israeli Space Security Programs, his December 2020 statements about a “Galactic Federation” awaiting humanity’s readiness.
Closer to home for me, the Sinixt people of the Slocan Valley carry an oral tradition of Pleiadian ancestry that Sinixt Elder Bob Campbell shared with me in early 2001. The Sinixt petroglyphs at eleven or more sites around Slocan Lake depict figures with characteristics consistent with the modern UAP record, including orbs, antennae, and what appear to be enclosed suits. Part VI will treat the Kootenay local record in depth.
The academic and scientific record
Garry Nolan, Stanford immunology professor, on the analysis of recovered material samples and on the biological signatures of contact experiencers. Diana Walsh Pasulka, UNC religious studies professor, her academic study American Cosmic and the follow-up Encounters. Jacques Vallée, computer scientist and the dean of UFO studies, Passport to Magonia, The Invisible College, Forbidden Science journals, and his 2021 Trinity with Paola Harris. Vallée has more recently suggested that the Buga Sphere may operate on physical principles not yet understood, possibly engaging dimensions beyond ordinary perception. John Mack, Harvard psychiatrist, his Pulitzer-recognized authority brought to the abduction phenomenon before his 2004 death. Carl Sagan’s late-career SETI advocacy and his more private acknowledgment to colleagues of the phenomenon’s reality. The Stanford SRI psi research under Hal Puthoff and Russell Targ from 1972 to 1995. HeartMath Institute research demonstrating electromagnetic coupling between the human heart, the Earth’s geomagnetic field, and solar activity. Brien Foerster’s decade-plus documentation of the Paracas skull material from his base in Peru.
The Telepathy Tapes podcast, which broke into mainstream listening through 2025, has surfaced an extraordinary body of evidence that nonverbal autistic children are communicating telepathically with their caregivers, with other children worldwide, and in many of the accounts the series surfaces, with non-physical beings, deceased relatives, and what some of the participants identify as higher-dimensional guides. The implications for the broader contactee literature are substantial. Part V will return to this material.
What emerges across all eight streams is a phenomenon with morphological, technological, biological, and ontological dimensions that exceed any single explanatory frame. The categories the series will trace are partial human renderings of a non-human reality that does not organize itself by our taxonomies.
The seventy-year disinformation campaign
Before going further into what the disclosure-era witnesses are saying, I want to spend a section on why the public has spent seventy years not knowing what was actually known. This is the part of the story that the witnesses in The Age of Disclosure are most explicit about, because they have all lived inside it. The current acceleration is not the surfacing of new information. It is the slow retreat of a sophisticated, multi-decade information-control operation that has been actively shaping public perception since the late 1940s.
The operational sequence is well documented now.
1947 to 1953: the secrecy decision. The Roswell crash in July 1947 forced an immediate institutional choice. Truman and Eisenhower’s administrations faced the question of what to tell the American public about the recovery of non-human craft and non-human biological remains. The decision, in the framing several of The Age of Disclosure witnesses use, was made on what at the time looked like reasonable national-security grounds. America had just emerged from the chaos of the Second World War. The public was finally settling. Telling the population that an unknown technologically superior intelligence was operating in U.S. airspace, with the U.S. military unable to either explain or defend against it, was assessed as creating more chaos than it would resolve. The plan became: investigate first, control the information, brief presidents and Congress as needed, and tell the public when there were answers rather than only questions.
That plan never delivered the promised eventual disclosure. The investigation produced more questions than answers. The Cold War overlaid the situation. Soviet retrieval programs were confirmed in the early 1950s. The “we cannot tell our friends without telling our enemies” framing took hold and never let go. Each successive administration was handed a problem that the previous one had not solved, and each chose to extend the secrecy rather than break it.
The early 1950s CIA cultural-control operation. This is the part that the disclosure-era witnesses have been most explicit about and that is now confirmed by declassified CIA documents from the period. In the late 1940s and early 1950s, the CIA convened internal meetings on the public-perception problem the UFO phenomenon was creating. Citizens reporting sightings were creating waves of public attention that the agency assessed as disruptive to the operational secrecy of the recovery program. The decision was made to engineer a cultural stigma around the topic.
The mechanism was disinformation, in the modern intelligence-tradecraft sense. Movies were funded that made aliens and UFOs look silly. Print outlets were given material designed to make experiencers appear unstable. Witnesses who came forward credibly were quietly ridiculed through coordinated press placement. Government employees who showed interest in the topic found their career advancement quietly throttled. The phrase “tinfoil hat” entered the lexicon. The cumulative effect across decades was to manufacture a cultural posture in which a reasonable person would not take the topic seriously, and any reasonable person who did would lose social and professional standing for doing so.
The operation worked. By the 1980s, the cultural stigma was so deeply embedded that the existence of any institutional UAP program was inconceivable to mainstream commentators. By the 1990s, the topic had been ghettoized so thoroughly that it functioned as a self-policing taboo. A scientist could not pursue it without losing tenure. A journalist could not cover it seriously without losing assignments. A senior officer could not raise it without losing promotion. The wall that the legacy program needed had been built, in large part, out of the public’s own internalized embarrassment.
The Bennewitz operation, 1979 to 1988. The historical case study that establishes the official disinformation pattern is the work the Air Force Office of Special Investigations under Richard Doty conducted against Paul Bennewitz, the New Mexico electrical engineer who began monitoring transmissions and observing craft near Kirtland Air Force Base. AFOSI mounted a sustained multi-year operation against him combining fed misinformation, electromagnetic harassment, and psychological pressure. Bennewitz suffered a complete psychiatric breakdown. The Bennewitz case is foundational because it is documented. The U.S. government has, on the record, run active disinformation against civilian UFO researchers. Whatever else is true about the field, this point is established.
The Wilson-Davis memo, 2002. The companion documentary anchor. Eric Davis’s contemporaneous notes from his 2002 conversation with Vice Admiral Thomas Wilson, former director of the Defense Intelligence Agency, confirm that the deepest UAP material is held in unacknowledged special access programs above the access level of a DIA director. Wilson’s rank was insufficient to gain access. The memo, leaked from the papers of the late Apollo astronaut Edgar Mitchell, has been authenticated. The structural fact that the legacy program operates outside the access level of even the senior intelligence leadership is established.
The bureaucratic-incumbency advantage. Marco Rubio described this dynamic in The Age of Disclosure with unusual directness. Career bureaucrats inside the CIA, the Air Force, the Department of Energy, and select defense contractors can hold positions of operational control for decades. They can wait out sitting presidents and senators who are temporary players in the system. The legacy program has been protected across every transition of political power since 1947 by a continuous core of career officials who view their own continuity as more important than any single administration’s preferences. The presidents have rotated through. The legacy program has not.
The contemporary bot-farm operation. The disinformation operation has not retired. It has evolved. Multiple disclosure-era witnesses including those in The Age of Disclosure have noted that contemporary social-media platforms are subject to systematic discrediting campaigns targeting credentialed whistleblowers. The Pentagon’s recent public messaging that the disclosure process is not a witch hunt and that whistleblowers will not be punished is itself a counter-message to an active institutional resistance that is still operating.
The shape of the seventy-year cover-up is clear when you step back and look at it as a single operation. The originating decision was made by people who believed they were protecting the public from chaos. The continuation was driven by Cold War competitive logic. The cultural stigma was engineered to support the continuation. The deeper compartmentalization protected the technology race from leakage. The current crisis of the cover-up is that the phenomenon itself has become impossible to deny while the institutional layer is still trying to manage the framing.
The witnesses now coming forward, almost without exception, have one consistent message. The cover-up should never have lasted this long. The public can handle the base facts. The disclosure has been delayed past the point where the original justifications still make sense. And the bureaucratic-incumbency advantage of the gatekeepers has slowed the unwind to a pace far below what the underlying situation actually requires.
The disclosure cascade
The retreat from the seventy-year cover-up began in earnest in December 2017 when the New York Times published the AATIP exposé. Each subsequent year has seen the disclosure tempo accelerate. The chart below maps the cascade I have been tracking across the eight-stream archive since the cascade began.
The cascade has five phases visible in the public record.
Phase 1: Acknowledge (2017 to 2022). The Pentagon publicly acknowledged that it was studying UAP and that some of the encounters defied conventional explanation. The Navy formalized reporting procedures. The first publicly confirmed Tic-Tac and Gimbal videos circulated. The UAP Task Force and then AARO were stood up. The framing of the public conversation shifted from “is the phenomenon real” to “what is the phenomenon.”
Phase 2: Reveal (2023 to early 2025). Whistleblowers under Daniel Sheehan’s legal framework began testifying under oath. Grusch in July 2023. Then Fravor and Graves at the same hearing. Elizondo’s Imminent in October 2024 brought the AATIP director’s insider account into mainstream publishing. The Karl Nell Sol Foundation report added academic-grade credibility. Jake Barber on NewsNation in January 2025 introduced the consciousness-contact dimension into the institutional record. The Pentagon validated Barber’s investigation in February 2025. The accumulation of credentialed testimony reached a critical mass that the existing cover-up could no longer suppress through traditional means.
Phase 3: Declassify (2025 to 2026). President Trump’s February 2025 directive instructed federal agencies to declassify their evidence. The directive forced the legacy program’s incumbents into a position they had successfully avoided for eighty years: turning over their material to executive-branch oversight. Many agencies are resisting. Some are providing partial cooperation. Several disclosure-era witnesses are now working with the administration to map where the evidence is held and who is gatekeeping it. The October 2025 release of approximately 400 files, including the Apollo 1972 triangle image, was the first major tranche. The Age of Disclosure film was released in October 2025 alongside the file release, providing the public narrative anchor. The rolling declassification process is underway. Additional tranches are expected at intervals of weeks to months across 2026.
Phase 4: Acknowledge NHI (projected 2027 to 2030). The witnesses interviewed for The Age of Disclosure have explicitly stated that the trajectory they are working on is intended to culminate in a sitting U.S. president publicly acknowledging non-human intelligence. The political prerequisites for that statement are now being assembled. Cabinet members are being briefed. Allied governments are being prepared. The institutional layer is rehearsing the announcement. The specific timing depends on the rate at which the remaining declassified evidence is surfaced and on the cultural readiness of the public to receive the announcement without destabilization.
Phase 5: Open Contact (projected 2030 to 2040). The transition from institutional acknowledgment to public-facing engagement with non-human intelligence. This phase is the one the channeled material, the indigenous prophetic traditions, and the consciousness-research community have been describing for decades. It depends on conditions the institutional disclosure track does not directly control, including the collective consciousness coherence of the human population, the readiness of multiple non-human civilizations to engage openly, and the agreement of the broader cosmic governance structures that have held the contact at managed distance for the entire modern period.
The chart projects the timeline as a range rather than a fixed date, because the timing of Open Contact is genuinely uncertain and depends on variables we are only beginning to measure.
A likely timeline to Open Contact
The single most consequential question I am asked when this material comes up is when. When will we actually meet them. When will the institutional layer let us. When will the cosmic agreement permit it. When will the threshold actually cross.
The honest answer is that the timing sits outside any single party’s control. The trajectory is now visible and is accelerating.
What I find useful is to separate the timeline into two parallel tracks and then read them together. The institutional disclosure track operates on a political-bureaucratic clock and is bounded by what the U.S. and allied governments can absorb without losing internal coherence. The consciousness-shift track operates on a collective-coherence clock and is bounded by the rate at which the human population can integrate the implications of contact without distortion.
The institutional track. Based on the cascade visible in Chart 10, the institutional track is on a clear trajectory. Phase 3 is well underway. Phase 4, presidential acknowledgment of non-human intelligence, is in active preparation. Most witnesses inside the disclosure process now expect that statement within the next three years, and possibly within the next eighteen months depending on the pace of file release and the cabinet’s assessment of public readiness. The specific moment will depend on a precipitating event that allows the administration to frame the acknowledgment as response rather than initiation. That precipitating event could be a high-credibility leak from another government, a UAP encounter at a high-profile public location that cannot be covered up, an additional whistleblower disclosure of materials too significant to dismiss, or simply the slow accumulation of declassified evidence reaching a tipping point that the next file release crosses.
The consciousness-shift track. This is the dimension the institutional layer has not been able to fully model, because the consciousness-shift track is measuring variables outside the institutional layer’s instrumentation. The Telepathy Tapes phenomenon. The increasing public acceptance of “weirdness” that previous generations would have ghettoized as fringe. The decline of the cultural stigma that the 1950s disinformation operation engineered. The accelerating rate at which credentialed scientists, academics, and senior officials are publicly endorsing positions that twenty years ago would have ended their careers. The bipartisan nature of the disclosure conversation in Washington, at a moment when bipartisan agreement on anything is otherwise nearly impossible. The acceleration of what the Bashar material calls the “energetic boundary” crossing.
What is happening on the consciousness-shift track is novel and is genuinely accelerating. The collective ego-defended assumptions that previously made open contact unsustainable for the human psyche are dissolving. People who would have laughed at the topic ten years ago now read about Barber, the Buga Sphere, and the Apollo triangle image without dismissing them. The frame is shifting. The shift is collective.
The convergence. The two tracks are mutually reinforcing. The institutional disclosure accelerates the consciousness shift by surfacing material the public can now metabolize. The consciousness shift creates institutional permission for more disclosure by making the cultural cost of further suppression untenable. The result is a positive feedback loop that is currently in mid-acceleration.
My working timeline, which I will revise as evidence comes in, places presidential acknowledgment of non-human intelligence between 2027 and 2029. Educational and cultural integration between 2028 and 2032. The threshold of Open Contact between 2030 and 2040. The earlier end of that range is conditional on the consciousness-shift track continuing to accelerate at the present rate. The later end of that range is what happens if the institutional resistance recovers its footing and slows the cascade.
Either way, the threshold is now in view. The question has shifted from “if” to “when,” and the “when” is measured in years rather than decades.
The deeper read, which I draw from the channeled material and which Part VI will treat in depth, is that the entire timeline is itself a function of the species’ readiness to receive the contact without distortion. The non-human civilizations engaged with Earth are not waiting on the U.S. government to declassify its files. They are waiting on the collective coherence of human consciousness to cross a threshold at which open contact becomes safe for both parties. The institutional disclosure is part of that coherence-building, but it is the surface expression. The deeper work is the individual and collective spiritual development that the contemporary awakening process is producing. Every individual who raises their own frequency contributes to lowering the threshold. Every group practicing CE-5 or related contact work contributes. Every Indigenous knowledge-keeper holding the thread contributes. Every researcher synthesizing the evidence contributes.
The threshold crossing is collective. The work is individual.
What you should expect
The mainstream Western framing treats the modern UFO phenomenon as a post-1947 anomaly that mostly went away after the Cold War and is now mildly resurgent. This framing is wrong on every count.
The phenomenon is global and ancient. It is the subject of formal indigenous traditions older than written history. It was the subject of imperial Chinese government chronicles for two thousand years. It is present in the Sumerian, Vedic, and Hebrew religious literature in specific technological detail. The Paracas skulls of pre-Columbian Peru, the Amarna royal heads of Akhenaten’s Egypt, and the global pattern of artificial cranial deformation in elite cultures all suggest a foundational substrate that mainstream archaeology has not been willing to engage with. The phenomenon accelerated in modern recognition with the atomic age in 1947 and it has been continuously present since then, with the institutional layer running an active multi-decade compartmentalized program to manage it. The “disclosure” we are watching since 2017 is the late stage of that program’s controlled release.
Within the phenomenon, the witnesses and contactees describe more than one species, more than one craft type, more than one agenda, more than one technology. Hal Puthoff and other senior insiders have stated publicly that there are at least four distinct non-human types currently being tracked. Stone’s classified 57-EBE catalog from the 1980s, expanded to the seventy-plus species per Greer’s more recent statements, places the actual count substantially higher. The witnesses describe a multi-species, multi-density, multi-craft, multi-agenda reality that has been in contact with Earth for far longer than the modern Western public conversation acknowledges.
The eighty-plus catalogued species per Stone and Greer is the count the U.S. intelligence community appears to be working with internally. The actual phenomenon is plausibly larger than the catalog. The Vatican knows it. The Israeli intelligence community knows it. Canadian and British former defense ministers have said so on the record. The FBI itself acknowledged the basic fact in 1950 in the Guy Hottel memo, available today on the FBI’s own vault.fbi.gov website. The Hopi knew it before the Spaniards arrived. The Dogon were told by sky-amphibians about Sirius B before Western astronomy could see Sirius B. The pre-Columbian Paracas elite carried genetic markers that mainstream archaeology cannot explain. The Amarna royal family in ancient Egypt depicted itself with the same elongated cranial morphology that experiencer accounts describe to the present day. The Buga Sphere recovered in Colombia in March 2025 has carbon-14 dating to approximately twelve thousand five hundred years before present, predating the entire arc of recorded human civilization.
This is the shape of the field. The next five parts of the series will fill in the detail.
Coming next
Part II: What Flies, How It Moves. Twenty-two craft morphologies from the disc and the cigar through the egg and the eightgon to the underground and the bio-mechanical. Eleven propulsion families from Lazar’s gravity-A wave through magnetoplasma and tachyon hyperspace to consciousness-resonance and zero-point. Hal Puthoff’s quantum-physics explanation of how warp-bubble propulsion works within the existing equations of general relativity, even though the engineering remains beyond current human capability. The first two comparison charts of the series.
Part III: Twenty-Three Visitors. The operator dialogues with full sample exchanges in the cadence of each source tradition. The Meier-Semjase conversation. The Bashar contact protocol. The Stone-Corona personhood exchange. Charles Hall and the Tall White officer. The Lapseritis-Sasquatch People telepathic transmissions. Plus a new ET-heritage-by-Earth-region chart drawing on the Founders material and the indigenous oral record. Plus the physical-specimen anchor: the Paracas elongated skulls, the Amarna royal morphology, the Starchild Skull, the Atacama humanoid, and what they collectively suggest about the long history of contact.
Part IV: Eighty Years of Compartments. S-4 and Lazar’s nine craft. Wright-Patterson and the Goldwater incident. The Dulce literature and the Bennewitz disinformation case. Skinwalker Ranch and the BAASS study. The CIA Stargate remote-viewing program from 1972 to 1995, with Hal Puthoff and Russell Targ at SRI, the silver-futures demonstration that paid for the Marin school, and the Soviet parallel program that traded notes with the U.S. side after détente. The legacy program revealed by Robert Bigelow’s AAWSAP team in 2008. The crypto-skunkworks layer. MJ-12, the Aviary, and the new twenty-two-program chart compiling the full set of compartmentalized programs surfaced by whistleblowers as of 2025. The FBI Hottel memo as foundational acknowledgment. The Sheehan constitutional framework. The EBE-1 / Roswell deep story and the Tesla-Philadelphia-Montauk thread.
Part V: The Witnesses and What Won’t Go Away. Individual profiles of Lazar, Stone, Hall, Tompkins, Grusch, Barber, Schneider, Elizondo, Nell, Stratton, Puthoff. The deep treatment of John Mack’s abduction work and the pre-incarnation soul-consent framework. Roger Leir’s implant surgeries. The Telepathy Tapes. Plasmoids as hyper-dimensional intelligence. The cattle mutilation record. The crop circle phenomenon. The CARET drones and their linguistic-engineering glyphs. The UAP-nuclear correlation, including the documented 1980s Soviet incident in Belarus where a UAP hovering above a missile base initiated a launch sequence the human operators had not authorized. The Skinwalker pattern. The trickster phenomenon. My own field record from 9-Mile on Kootenay Lake, including the plasma-fireball descent witnessed with my friend Teddy, and a separate close-range telepathic encounter with three small luminous beings whose form I would later recognize when I saw images of the Bashar source-being description.
Part VI: The Convergence. The Hopi, the Dogon, the Vatican, the Eshed statement on the Galactic Federation. The Barber moment as the hinge of the modern era. The Kootenay local geography of contact, from the Sinixt Pleiadian ancestor record through the Slocan Lake petroglyphs to Sasquatch Lake and the Lemurian-edge tradition. The Founders divine dispensations. The Bashar threshold framework. The Galactic Electromagnetic Shift currently underway across the solar system. The synthesis that pulls the eight streams together.
